The Grand Council is preparing (as Tuesday if it takes its time) to discuss the modification of the cantonal law on hospital planning (LPFES), which must comply with new federal rules of hospital funding. The new rules limit the sovereignty of the cantons and attempt to introduce more competition between private and public hospitals. However, the rules of federal law (Art. 39 al. KVG 1, Art. 58a ss KVV) suggest an important flexibility to the cantons, which retain the ability to plan the supply of hospital care. The aim of this revision is the "list LAMal" Canton. Hospital, public or private, on this list will be entitled to public funding of business stationary care. This new possibility has not failed to stir up envy. Thus, private clinics, the state does not currently support, were quick to claim their share. This share is far from negligible: If all the clinical block was subsidized, it would cost about 70 million francs a year to taxpayers Vaud, without the quality of care is improved. Fortunately, the draft revision of the LPFES of the State Council made use of the maneuver margin that federal law allows the cantons to plan care provision. These may indeed define under what conditions they give public money, as with any grant. Which is fortunate and necessary because the increased costs of health is too massive to tolerate uncontrolled growth in supply. The State Council also proposes to set conditions, which requires fair competition, should be the same for all hospitals, including clinics. These rules are common sense: Obligation to accept all patients, training of junior medical emergency service 24/24, fair working conditions, limits on executive pay and the distribution of profits. Those conditions is within the reach of any institution, whether for profit such as clinics, hospitals or ideal as a zone (which are also private schools). However, clinics do not currently meet: They do not accept patients with nosocomial infections, offer little or no placements for future healthcare workers and often have no doctor in their walls during the night. Area hospitals also have their interest in the competition among hospitals that we impose Bern is based on an equitable basis. Indeed, future prices (pricing based on diagnostic groups or "DRG") will match the cheapest provider. But it is not acceptable that some are cheaper because they do not bear the same costs than their competitors. For example, how to reliably compare the cost of providing a hospital area with those of private clinics is not required to treat everyone or no emergency at night?. But private clinics do not seem obviously not wanting to settle for a treatment that is the same as hospitals recognized public interest. They want to benefit from square one preferential treatment. Thus, they suggested amending the proposed new Article LPFES by giving them a series of exceptions to scheduling rules (draft article 27 bis, p. 14 in the committee report). Fortunately, this proposal both expensive (70 million annually) and not consistent with the principles of competition, received no support, even from the right. The most pungent of the story is the contradictory behavior of "Vaud-Clinics", the association of private clinics. Thus, its secretary-general wrote in letters to the editor of "24 hours" 26 November, there is "no question of [private hospitals] to obtain an exceptional regime and more favorable conditions." However, reading the draft article 27bis as Vaud-Clinics would like to see included in the LPFES shows that they want to benefit from the listing LAMal, without having to comply with all conditions imposed on other hospitals subsidized. In short, in public clinics claim not wanting special treatment, while demanding that the law was quietly amended so that it benefits. Private clinics therefore wish to benefit from public funding of their activities, but without having to meet the same conditions as other private institutions by the state. The benefits without the constraints, the cake and eat it too. I can not agree 100% with your analysis. To be operated in a public hospital you have to wait up to 3 months. A large machine that operates with too much administration and a spirit insanely official. I had to go under the knife to HUG, a young anesthesiologist came the day before my intervention without matter in hand. My GP had bothered to write a complete application from the anesthesia. The anesthesiologist did not bother to consult, I suggested to go to his service to get it. He said, "is closed"! He asked me some questions and then went looking at his watch. The next day I almost died on the operating table because it had not anesthetized properly! This has been recognized. Never, I will operate in a hospital, I'm traumatized. In a clinical staff with you constantly, even doctors move several times a day to follow you after the procedure, which is not the case in the hospital. Desert rose, your personal situation is tragic and what happened to you unacceptable, but we can not generalize. As you condemn the quality of care in public hospitals on the basis of a single experiment is irrelevant. Quality of care is worse in public hospitals, on the contrary, it is generally better. Indeed, for example, many clinics do not have a doctor on call at night, the time it happens (often sent by a public hospital!), The situation of patients may have deteriorated. As for your accusation of "insanely official mind," I do not see a snapshot unfounded. It is even less well founded and even less to do with my ticket for that hospital .. Geneva! Finally, you seem to ignore that the vast majority of hospitals Vaud recognized clinique pink chocolate public interest (ie subsidized) is not public, but .. private!. Yes, actually I did not know that hospitals Vaud (ie subsidized) are not public but private ..! Sorry and thank you to learn. But how is this possible? This is inconsistent .. The doctors are shareholders Vaud the HUG? As in the private clinics? In Geneva, the staff is insufficient in the hospitals and highly unionized. So when you are hospitalized, the staff can tell you, it's not for me to do this or that! You ring a half hours without anyone deigns to move. He discusses in the hallways. I reiterate that the spirit remains official. However, in a private clinic, such is not found. The doctors are competent and hyper little care staff with you and much more professional. This is not a trial, but unfortunately a fact. I also inform you that some clinics have hired doctors on call. If you have an urgent problem, your doctor who operated on immediately goes to your bedside. Mobile phones exist. Yours. Desert rose, all hospitals are not deprived of Vaud. If you read my comment more carefully, you would have read "the vast majority of hospitals are private" and not "all hospitals" .. The CHUV hospital universiatire and by far the best hospital in the township, 100% owned by the State and that's good. This ensures quality of care, efficiency and democratic control. Your comment on unionized staff is at the limit of the lack of respect for the 800,000 members that have unions in Switzerland. It is not acceptable to claim that unionized workers = lack of quality. Instead, union members are Swiss people as conscientious, motivated and competent as you. Final note: no private clinic Vaud has emergency service 24/24 and there is a fundamental difference between "being reachable on his mobile" and "be there and able to intervene within 5 min." If you just a doctor "achievable" and that would put about twenty minutes to respond, you do great good. In my case, I place more importance on account of my health and hospitals with doctors on site. You are very aggressive, sir, it's not because I do not share your view that we can have exchange correct. Perhaps you are unionized, it is not a reason to tell me I'm on the verge of disrespect for the 800,000 members of which you speak. I told you it was a statement to have been hospitalized with HUG and also in private, so I can objectively to have experienced the difference in care. And I do not see why I could not mention it. Since you give so much importance to your health as you mentioned, I remind you that I almost died to HUG so I think you should be a little more understanding. In addition, as I know, everyone can have the choice to be hospitalized or sees fit. Excuse me, but I find you very open, very sensitive teeth and if we do not share the same ideas as you. It is useless to speak as well. It is better to be tolerant, I am offended. Why make a fuss and go on your high horse? Yours. Schwaab @ "In my case, I attach more importance to my health." If so, you should stop writing here all de suite. Your safety is involved. Desert rose, it happens that I work for the Swiss Trade Union Federation, which has nearly 400,000 union members. You can imagine that it is my duty to respond when attacked the professional integrity of union employing me, including, but not least, if using snapshots as unfounded qu'éculés, p . ex. pretending like you do, that unionized = lack of quality. Young man you are, you continue to be impertinent and intolerant. I'm not surprised you're union, you seem much influenced you as sheep expressing unionists. Know that we get tired of your old cheesy speeches that have no place in our new society. So young and already so old! How sad. You have memorized the demagogic rhetoric, you seem to have an ego like all sacred sheep you are attending. You will end your career as a civil servant still tacky with the sole objective: to keep your assets. We need new ideas to build our new company, it's exciting, we must create, move forward instead of backward. With your ideas already so arrested, no one you want and you're short on quality. Your ideas about computers were poorly received. You always answer with indecency. Pity that a young person is already so limited. You grieve. Perhaps it would be best that you stop writing. We are positive people, we do not need a hierarchy and a leader to lead us with strength, it reminds me of the sound of boots. Damage, although the discussion was part but ends – too often – fishtail with the old anti-leftist clichés, hackneyed, backward-looking, I dare even say overdue. M'enfin, it is. There are those who argue that looking to the future as you do Mr. Schwaab, and there are the usual complainers who missed the train of progress there are 40 or 50 years. Other than that, a quick question that you are unionist Mr. Schwaab (which has nothing to do with cons with the above subject and I apologize). Pascal D. The Labour Law (LTr) does not apply to employees of federal, cantonal and municipal (Art. 2 LTr) and not the staff of public hospitals included in the government (with the exception of medical assistants) . The canton is free to set working conditions he wishes for this category of staff. The cantonal law on staff, if it is generally more favorable to employees than private law, has nevertheless been adopted by a majority of parliament to the right. In the unions, we demand the application of the Labour Act to all workers and thus the end of exceptions such as you describe. I agree with you, it is not human to have to work that long. This is also not in favor of the employer as a staff more tired is less efficient, less motivated, more often absent or ill. In the end, it costs more. Unfortunately, there are some who refuse to see reality. That said, you deliver a track interesting explanation: In general, the more unionized in an industry or business, the better wages and working conditions. If the unions strengthen the health sector (and ambition), they certainly succeed in improving the situation. The staff unions of the State of Vaud rally already constantly to improve the situation of their members, with many successes in the key. Already they do not care very little, yet improve their standard of "work"! And CHUV, there is almost as foreign staff .. Yes, Geo, without foreign personnel, any Swiss hospital (private clinics included) could not function. Quality of care would suffer, the wait before receiving an operation would be endless, the emergency service could not be assured, and so on. Let's face it, foreign workers are needed!. That said, we must admit that when there will be only foreign staff, I am not absolutely certain that we will still speak of Swiss quality. It is also necessary to know why there is no more unionized caregivers. Maybe because you did not cared for them and prefer to defend the staff so kind of education. @ Geo, "when there will be only foreign staff, I am not absolutely certain that we will still speak Swiss quality" you say. But do you realize the number of foreign workers are found in areas with a "Swiss quality" is flawless and recognized: Clocks, Cheese, Chocolate, machine industry, financial sector!. @ Pascal D. I find your comment a little unfair. I agree with you, these hours are not acceptable. And I know something, because my wife is also self-employed in the CHUV and undergoing very difficult times. Be aware that Mr. Maillard has only limited ability: The BPG is voted by a large majority of right advice, the budget (which defines the resources to hire staff) and also the negotiations with the unions the public service are conducted by the State Council, also to right-wing majority. Despite this, Mr. Maillard was able to obtain many salary increases for nurses, as private hospitals and EMS recognized public interest to meet a collective bargaining agreement and outsourcing is limited. But you are free to believe it would be better without him. I agree, the situation can be improved and, behold, the unions and the PS are fighting to improve it, even if the initial situation is not favorable. One of our main claims is that the Labour Act should be applied everywhere and that situations like you describe are no longer possible. I look forward to your support. I note your comments about the staff unions of health and speak with the member federations of the USS as the SSP or the UPS and engaged in this sector. @ Desert rose: "My uncle was the victim of a surgical mistake at a private clinic. The consequences were compounded by the lack of intensive care in the facility. The principle is: the benefits to clinical Private and losses inherent in any health system that respects itself, for the public! The cost of training doctors, nurses, psychologists for the public the benefits of these investments to the private! It is not dogmatism to say this. The public can still improve its seen, no one doubts. Establish a pseudo-competition "to make modern and not cheesy" is ridiculous and destructive. In a few months you can destroy everything that was built well so that all have access to care view that Britain and elsewhere will still give a layer! We dismantle and after people are going to have surgery in France, where not yet .. if want a private equity, they assume fully and honestly all the disadvantages currently borne by the public. If they want to trade, so they comply with trade rules. Public Health will comply with the rules of her equity of public access to quality care. No market forces to make health more a product of return for shareholders inactive!. Dr. Schwaab you are the Apostle of the official left. The left and dignent his shock troops of the KGB and the Stasi polticiens Switzerland beat up a democratically elected. The left rubs his hands, the slap of the University of Lausanne Switzerland has a party recall Tunisia 2 weeks ago. But do not known nothing we could not understand you. Dadet, you understood everything about Dr. Schwaab is a kid who plays the provocation, if it is not the case is even worse than I thought. I stopped wasting my time with this young and dangerous Stalinist.

I have a very old dacor part BC model that came with the valve to put a bottle of CO2.El other day I saw coming off the inflated part of the union of the brass ring of the valve and the fabric of the lung. I recommend to paste it again? half is complicated because the brass ring is inside the lung and not much room to work. I guess another solution would be to cut and remove the entire valve and have not used it and put a big patch. I welcome your suggestions! Thank you! Cristian. Military Daypacks
Like any normal girl up, I love the bags, but not just that, I must have a big soft spot for backpacks, bags or more sports in general, but to divert time and again of their usefulness base. I love this side of out of their closet poussiérex parts or simply forgotten as I said earlier to get them out of context, both moult already seen in Japan where the lower the backpacks of all the adopted and grow as mushrooms!. J A taxi is the easiest as St Cirq pointed out. That or a shuttle, which is a set fee. ShuttleInter is 55 Euro but if you are caught in traffic it can be cheaper than the meter running on a taxi. You can't have it all!! Taxi is the easiest. RER to me, and I've done it, is just a nightmare unless you have no luggage. No one mentioned the Air France bus. Doesn't it stop at Invalides? Or is that only from Orly. I had a terrible time lugging suitcase up at St. Michel. Does anyone know of an escalator or life. Is it easier to take the RER to Chatelet and take a taxi? Or are they sadly lacking in lifts and escalators too?. Key question is how much luggage. With just a rolling carry on (and daypack or pocketbook) then the RER is not that bad at all. I always do that. If carrying your suitcase(s) up and down a few flights of stairs will be difficult then you need to opt for the more expensive taxi or shuttle. Also how many people? IF 3 or 4 the taxi can be as cheap as the RER, but then again, if you have lots of luggage you won't all fit in one. I think the AF bus is only to Invalides from Orly, but one could check their website to be sure. In any case, that's pretty far from rue Cler, so then you'd have to take a taxi from there. If I were going to plan taking the RER and then a taxi, I would not get out at Chatelet which is still pretty far away. I'd get out at either Port Royal or Denfert-Rochereau, and I would choose the latter because I think it is more obvious and easier to get a taxi there. They are used to people getting out there from the airport as the Orlybus goes there. There are taxi stands at both, though. We stayed in the Rue Cler neighborhood on our last visit to Paris and took a mini van shuttle back to CDG (we came from Beligum originally). We booked on Expedia and only paid $25 (US) pp-service was great, driver on time. Very convenient and not too pricey either. Also only three stops total including ours so not that big of a wait deal. Thank You. Rick suggests the Roisy bus and then to the metro. We arrive in Paris at 11:30 a.m. The Hotel is du Cadran and they will reserve a shuttle for 65 euro but they did not say if that was for both of us or pp. We each will have one carry on. We are light travelers.Being tired I'm sure, I'm leaning towards a shuttle service. However, we did have a bad shuttle experience last visit. We were the only folks on the shuttle and the driver stopped several times, personal break, smoke break. By the time we arrived at the hotel, we were car sick!. We stayed on Rue St. Dominique last year and we found that the RER then transfers to Tour Maubourg worked very easily for my DH and I. You'll be between the Tour Maubourg and Ecole Militaire Metro stops, but closest I think to Ecole Militaire, military daypacks either is only a few minutes walk. We used the The Metro interactive maps site to plot our transfers and print them out for our arrival. It was very easy and cheap, but we only had 22" carryons and computer bags. then just click on your destination stop when the menu pops up again click on the red flag and your route will be marked clearly with all stops and transfers indicated. It was very reassuring to have the route printed out ahead of time when we arrived in Paris, but we ended up using the Metro and buses so often we got very comfortable with the system by the end of our week and knew the transfers by heart after only a few days. Well, there might be one more possibility with only one RER stop–Gare du Nord and then the bus to almost anywhere in the rueCler area. A little sightseeing on the way also. I think it is Bus 42. That price from the hotel must be for both of you, it would be obscene if it were per person. It is still too high, you can get lots of shuttles cheaper than that, like this one. Rick's idea isn't bad for one connection, but you are still maybe two blocks from the hotel. That's a lot of traveling to do upon arrival, in my opinion (buying tickets and waiting for Roissybus, taking it, then getting to the Opera metro stop and navigating the metro to Ecole Militaire, than walking those last couple blocks, although they aren't too long ones). People do a lot to save a few euro, it seems, but some people just don't mind all of that upon arrival. It's not worth the money to me, I used to do all that when I was younger but just decided those several hours and the hassle just weren't remotely worth the 25 euro or so it saved me. oh, I checked and for the bus idea, I don't think there is a good way to do that as no bus goes near right near that hotel from Gare du Nord. The 42 bus goes to the 7th arr. but not real close to that hotel, you'd have to walk from approx. rue St Dominique and Bosquet, which is farther than from the metro stop. But you could do it, of course, it is several blocks but longer ones. Which Roissy bus? There are 2 going from CDG to the city, lines 2 and 4. Where do you get off? Do you make a connection to line 1? Note: the bus is labeled Air France Les Cars, not Roissy. Well, there might be one more possibility with only one RER stop–Gare du Nord and then the bus to almost anywhere in the rueCler area. A little sightseeing on the way also. I think it is Bus 42. Bus 42 does go from Gare du Nord to the Rue Cler area. It is a zig zag route and will give you more than a *little sightseeing*. I just visited the Shuttle Inter site and it looks like it is working fine. I've used this service three times (round trips) from CDG to the rue Cler area and I've never had a problem. They are 55euros each way – cash only. The drivers have been extremely conscientious, appearing promptly to pick us up after arrivals that were three and five hours later than scheduled. I'll be booking them again in June when I'll be traveling to France.
